In fact these are the individuals who spends most of the week on the internet while neglecting actual work or relying on co-workers to pick up the slack. If you have to put in extra hours at work it would be certainly because of a teammate like them.  So ignoring them doesn't make the problem go away. It is always better to directly point out that it is a workplace and not some holiday spot to leisure around.
