Attaching Photographs has no harm & also helps in following ways:
1. For better co-ordination during the interview time ( to identify )
2. During Precheck - helps to identify the person in social media sites
3. A photo on resume can also helps in identifying the posture ( Presentable)

2: As a US based recruiter who has had over 15 years of working with technology professionals, I think that the suggestions in this article are valid and helpful. Even though we are a global economy, if a jobseeker, particularly coming from India, is to gain traction with a US based company, one must move away from the old CV format and model the resume akin to professionals in the US. In that way, someone reviewing your resume will be more likely to look at the content of your work, and not be turned off by the format of your resume, which increases the chances that your resume will be passed on to a hiring manager.
