1.In collaboration with the Government of Bihar and partners, including Rotary and NPSP, design and manage/facilitate the effective implementation of an IEC strategy in support of Polio Eradication and Routine Immunization.
This will include the following:Creative development of materials and procurement of supplies supporting community-level and mass media communication for Supplementary Immunization Activities, routine immunization and special initiatives such as Facts for Life to expand the message base in the polio project.
Manage external agencies/consultants recruited by UNICEF for material development, pre-testing, translation, printing and end-use monitoring.
Coordinate with the M&E Officer (Polio) to maintain existing monitoring systems in IEC material visibility, use and display, and share results of end use monitoring in a timely and strategic fashion with government and partners.
Participate in meetings of state media committee.

2.Ensure that a media analysis of the dailies in Bihar is conducted and fed back regularly to partners and Delhi;. Ensure at least quarterly informal interaction-meetings are organized with editors/senior correspondents to brief them on the Polio Eradication Initiative and associated issues (diarrhea management, nutrition, sanitation etc) in order to bolster positive and factual media coverage of the programme.
Organize, with necessary support, quarterly Media training/workshops for state-based and select district-based reporters/journalists, and ensure support in creation/copy writing of relevant material.

3.Prepare annual workplans and quarterly travel plans based on the activities outlined above.
Coordinate with the programme assistant on IEC fund management and supply plans.
Prepare ToRs for IEC material development and end use monitoring as required.

4.In collaboration with the M&E Officer, Identify formative and other research needs required to drive the development of IEC materials, guide the direction of the programme communication strategy, and monitor usage and impact of IEC materials.

5.Contribute to the transfer of knowledge on the communication approach and systems implemented for polio communication to other states at risk of polio infection and to other health-related programmes (especially to support R,I.). , Contribute to donor reports and project proposals as needed, especially related to immunization and polio eradication.


Qualifications, Experience and competencies required:
University degree in the communication/social sciences (mass media, communication, sociology, advertising, public relations), or a general Arts background.
Preference to those with studies completed related to media, public health communication, rural development.
Two (2) years of progressively responsible work experience in pubic health communication, preferably the development of IEC materials, or other experience in the communication or advertising sector.
.







Knowledgeable in working with graphic designers, translators and advertising agencies in the development of print and broadcast media.
Field-experience in the use of IEC materials to promote behavior change and development.
Demonstrated ability to develop evidence-based IEC materials.

Fluency in spoken and written English and Hindi, essential.Knowledge of current developments in the fields of communication theory, behavior change and media.
Current expert knowledge of latest developments and issues related to polio eradication.

Proven skills in communication, networking, advocacy and negotiation.
Drive for results.
Training in strategic communication planning, behavior analysis, formative research and evaluation of communication interventions.
Ability to organize and implement training, including development of curricula and methodologies.
Ability to express clearly and concisely ideas and concepts in written and oral form.
Knowledge of computer systems and applications.
Demonstrated ability to work in an a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization
